Immigration work applications become digitalised, and merge with Population Management, to streamline the service

System upgrades have been made to the Population Management Portal combining Immigration & Population Management and digitalising the application process for Work and Employment Permits.

The system changes will help improve service delivery by streamlining the application process for customers and officers, providing more support for industry.

This has been driven by Propositions in the Population & Immigration Policy Letter, as amended, that was approved by the States Assembly in October 2022. Resolution 11 directed the Committee for Home Affairs to merge, where appropriate, Immigration and Population at a policy and operational level.

From today (24 July 2025), there is now just a single application for both Work and Employment Permits that can only be completed online, via one system, allowing officers to access the necessary information to make decisions in one place. This replaces the various paper forms and manual processes that were used by Immigration previously. Only one Permit will be granted covering both Population Management & Immigration. This is one of the changes the industry has wanted and should make the process easier and quicker.

There will also be changes to charges with the implementation of the Immigration Fees Order, 2025, approved by the Committee in June, which will see Immigration fees applied for every application type. All relevant charges will now be made in one payment via the online system, with customers able to see an itemised breakdown. This will include all EU nationals, for the first time since Brexit.

Additional enhancements are anticipated to follow in late 2025/early 2026 to improve efficiency, resilience and customer services, bringing the two service areas closer together. In the interim, those applying for Work Permits under the 6-month Visa Exemption and for Alderney, Sark and Herm will still need to complete paper application forms and make payments using the manual process.
